About the NCC
The National Coast Conservatory is a public establishment with administrative status under the supervision of the Ministry of the Environment. It is a coastal decision-making tool established in accordance with article 24 of Law no. 02-02 of February 5, 2002 relating to coastal protection and valuing it. The National Coast Conservatory implements the national policy to protect and enhance the coast in general and coastal areas in particular.
The mission of this organization is to establish a complete inventory of coastal areas, with regard to human settlements as well as natural spaces. A particular attention is paid to island regions. This inventory is considered a basis for preparing:
- A global information system based on evaluation criteria that allows continuous monitoring of coastal evolution and the preparation of a report on its situation, published every two years;
- A coastal area mapping, including an environmental map and a real estate map.
The activities carried out by the local stations affiliated with the National Coast Conservatory contribute to enriching the coastal geographic information system, which serves as a decision-making support tool.
In accordance with Executive Decree No. 04-113 dated April 13, 2004, concerning the organization, functioning, and missions of the National Coast Conservatory, and the ministerial decision dated January 14, 2006. It includes the administrative organization of the National Coast Conservatory. The National Coast Conservatory is governed by a steering council and managed by a General Director. It is equipped with a scientific council.
Its organizational structure also includes: 04 departments and 14 local stations along the coastline from east to west: El Tarf, Annaba, Skikda, Jijel, Bejaia, Tizi Ouzou, Boumerdes, Algiers, Tipasa, Chlef, Mostaganem, Oran, Ain Temouchent and Tlemcen. It includes 161 municipalities, including: (136 coastal and 25 non-coastal municipalities).
NCC Missions
The National Coast Conservatory is responsible for carrying out the missions entrusted to it under Articles 24-25 of Law 02-02, and Executive Decree n° 04-113, as follows:
- Ensuring the preservation and valuing of the coast, coastal areas and the ecosystems in which they are located;
- Implementing the measures dictated by the applicable regulation to protect the coast and coastal areas.
- Providing all assistance related to the areas of its intervention to local communities.
- Maintaining, restoring and rehabilitating terrestrial and marine spaces that are unique or necessary to maintain natural balances in order to preserve them.
- Promoting public awareness and information programmes on the conservation of coastal areas and their sustainable use, as well as their biological diversity.
